The Gallery at Roland Park

DXI was selected to complete a challenging addition to the retirement living community of The Falls at Roland Park in Baltimore City, MD. This new project is called The Gallery at Roland Park and is being constructed behind the existing location of the present community. This project presents many challenges due to the topography of an existing hillside and the concerns for erosion and sediment control as well as the close proximity to the existing building.

DXI cleared the hillside and leveled off the site for placement of a relatively new technology called Storm Pods. This environmentally friendly underground stormwater management system consists of modular precast structures designed to meet the sites requirements and constraints will help collect and manage stormwater runoff in an efficient and cost-effective manner. DXI placed these pods in six different locations on the site.

Holly Hills Development

In the summer of 2025, DXI Construction was proud to be selected by Armada Hoffler to deliver site development services for the Holly Hills Development, a new residential and multifamily community in Charlottesville.

Led out of our Sterling, VA office, this one-year project will be completed in three phases for two ownership groups. Upon completion, Holly Hills will feature:

▪ 7 total buildings
▪ 318 apartment units across five buildings
▪ 72 townhomes
▪ A full clubhouse amenity space


This project presents both scale and complexity. DXI crews are navigating substantial hidden rock requiring blasting, along with installation of a new sewer connection through adjoining neighborhoods via easement — challenges requiring careful coordination, planning, and execution.


Major items included in DXI’s scope include:

Amtrak – Fredrick Douglas Tunnel

DXI is working with Clark Stacey-Witbeck Joint Venture to complete the beginning phase of the Frederick Douglas Tunnell upgrades for Amtrak in Western Baltimore. The project includes removal and installation of storm drain, sanitary sewer, and duct bank utilities. These new utilities will ultimately clear space for the new underground tunnel to be drilled through the northwest Baltimore portion of the Amtrak railway.

DXI will self-perform much of the work to include:
- 900’ feet of 126” inch fiberglass storm drain
- 2,500’ feet of sanitary sewer pipe ranging from 8” inch to 27” inch
- 6,000 feet of underground duct bank
- 1,200’ feet of reinforced concrete storm drain
- 1,000 feet of temporary water line
- 50 plus precast utility structures

I-95 ETL (Express Toll Lanes)

DXI was awarded the I-95 ETL (Express Toll Lanes) NB Extension MD 24 project by the Maryland Department of Transportation. The project began in 2025 and was completed over an approximately two-year period. This major infrastructure initiative included the installation of two Express Toll Lanes (ETLs) and three General Purpose Lanes (GPLs), transitioning to three GPLs at the northern limits of the project.

DXI was proud to serve as the contractor selected by the Maryland Transportation Authority to deliver this major infrastructure project, supporting the long-term growth of one of Maryland’s busiest interstate corridors.

DXI self-performed a significant portion of the work, including:
• 150,000 cubic yards of cut-to-fill earthwork
• 15,000 linear feet of reinforced concrete storm drain
• 200 precast concrete structures for stormwater management
• 36-foot box culvert extension at HaHa Branch, maintaining existing stream flow


Additional project elements included:
• Installation of 300 drilled shafts and 5,000 feet of noise barrier wall
• 250 post-and-panel retaining wall systems
• Two Mechanically Stabilized Earth (MSE) retaining walls

Bainbridge Naval Training Center

DXI was awarded the Bainbridge Naval Training Center redevelopment project. The site, located in historic Port Deposit, Maryland, underwent redevelopment of the existing 1,100 acres, making way for 3.7 million square feet of logistics and distribution space across 440 acres under Phase 1 of the project.

DXI operated four underground utility crews and nine grading crews, moving an average of 20,000 cubic yards of dirt per day. DXI was proud to be part of another revitalization effort that brought businesses and jobs to the area while repurposing a historic property such as Bainbridge.

James Run

DXI was selected to perform sitework on the 111-acre James Run parcel, located at the corner of MD 543 and I-95 in Harford County. The owners entrusted DXI to complete the four-phase project in less than one year. DXI accepted the challenge and completed the entire site package, including base asphalt pavement, by March 2021, safely and on schedule.

The project required transporting more than 500,000 cubic yards of earth, installing over 17,800 linear feet of storm pipe, 5,400 linear feet of sanitary piping, and 7,400 linear feet of water mains. The work also included improvements to MD 543 totaling 6,100 tons of new asphalt. Onsite asphalt pavement exceeded 8,500 tons across the project.

The site was developed to accommodate several mixed-use facilities. Commercial lots were prepared for hotels, gas stations, restaurants, assisted living, and villa-style townhouses. James Run represented many of DXI’s core capabilities, from clearing and mass excavation to underground utilities and grading, and ultimately road construction and asphalt paving.

George Mason University Utility Distribution System

George Mason University tasked DXI with replacing the University’s underground chilled water piping, including excavation, removal of portions of the existing transite piping, installation of new chilled water lines, backfilling, and final grading of affected areas. The University divided the project into eight separate phased construction areas, each with a specific timeframe based on the academic calendar and campus events.

More than 9,000 linear feet of trench were excavated through a multitude of existing utilities, and approximately 18,000 linear feet of steel chilled water lines, ranging in size from 6” to 30” in diameter, were installed.

One of the most challenging aspects of the project was navigating the numerous existing utilities across the campus, many of which were undocumented and at times required hydro excavation to locate and expose safely.

Another ongoing challenge was working on an active campus with more than 34,000 students. This affected all aspects of the work, including noise restrictions, deliveries, material handling, and even parking for our crews. To address these constraints, DXI operated multiple night crews to take advantage of reduced pedestrian activity and lighter traffic on campus streets.

The Preserve at Deep Creek

Since the inception of The Preserve at Deep Creek in Middletown, Delaware, DXI Construction was the partner of choice to provide turnkey site preparation for Westown Development. One of Middletown’s newest and most prestigious communities, The Preserve at Deep Creek was completed in six phases totaling approximately 700 lots comprised of single-family homes, townhouses, and a 55-and-over section.

DXI began working with the client by providing site-preparation consultation and budgeting during the planning and design phases. We then performed clearing, rough grading, and installation of wet and dry underground utilities to establish the infrastructure for the development. Our work continued through foundation excavation, grading for roads and parking areas, fine grading, paving, and curb and gutter installation.

DXI completed each phase within budget and within the established time constraints, delivering the project to our client’s satisfaction.

Salisbury Wicomico Airport

DXI was selected to provide site work for several projects over a five-year period at the Salisbury/Wicomico Airport. Beginning in 2012 at the active, operating airport, DXI Construction moved and placed 23,000 tons of aggregate base and 7,000 tons of asphalt. The completed project included grading and drainage improvements, electrical packages, signage, striping, and lighting.

In 2014, DXI returned for another project at the active airport. We completed 70,000 square yards of asphalt demolition and 57,000 square yards of soil cement, and moved and placed 27,000 tons of aggregate base and 22,000 tons of asphalt paving.

Our third project with the airport began in 2017. The Taxiway B Rehabilitation project included placing 1,600 tons of aggregate base and 3,000 tons of asphalt paving.

As with similar airport projects, these assignments came with a multitude of challenges. From carefully coordinating work and scheduling to keep the active airport operational throughout construction to meeting special safety and equipment requirements, DXI addressed these challenges and completed the projects on time and within budget.

Tradepoint Atlantic

Beginning in November 2016, DXI Construction worked to complete site packages for several clients at the Tradepoint Atlantic site in Sparrows Point (Baltimore), Maryland. The 3,100-acre brownfield industrial site was formerly home to Bethlehem Steel, once the world’s largest iron producer and steelmaking facility. With DXI’s support, Tradepoint transformed the site into one of the largest and most strategically significant intermodal global logistics hubs in the country.

DXI, along with the general contractors and Tradepoint, rapidly developed the site with new 1-million+ square foot warehouses and distribution facilities, as well as the infrastructure needed to support them for renowned clients such as Amazon, Under Armour, Home Depot, Floor & Décor, and Perdue.

However, such a large undertaking came with significant challenges. From environmental concerns to unique materials (including slag, rail-line spoils, and massive iron and steel remnants), to complex and often unknown legacy infrastructure and extremely demanding critical path construction schedules, DXI overcame these obstacles and met or exceeded client expectations.

DXI purchased six 100-ton mining trucks to move and place over 600,000 tons of aggregate base in just three weeks, averaging 33,000 tons per day. We mobilized six underground utility crews along with multiple demolition and earthwork crews, totaling more than 95 personnel and a substantial fleet of equipment. These resources were essential to manage the intensity of the work and the aggressive schedules required to prepare the pads for vertical construction.

From demolition, earthwork, and grading to wet and dry underground utilities and paving, DXI operated in challenging conditions, at times around the clock, to meet project demands and fulfill client expectations.

Government Campus

DXI was proud to partner with Hensel Phelps on this mission-critical project for the federal government. The classified project was an extensive new dry utility duct bank installation on a government campus outside of Washington, D.C. The highly complex project consisted of approximately 30,000 lineal feet of underground electrical duct bank construction.

In addition to the typical complexity of working on a high-security site with a very tight schedule, the project presented several unique challenges. Initially scheduled for all night work, DXI worked with the project team to accomplish the objectives primarily during daylight hours.

The campus was a mission-critical installation with activities that could not be interrupted, and continuous access had to be maintained for vehicles and personnel. As a result, DXI worked in very limited and confined areas at a time to demolish existing infrastructure, excavate, and install the duct banks. We dedicated the personnel, equipment, and expertise required to meet those challenges and our client’s expectations.

Over the course of the project, we installed approximately 205,000 lineal feet of conduit, more than 18,000 cubic yards of concrete, and 90 electrical manholes, all while carefully navigating around 513 existing utility crossings and test pits.
